MISSOURI MEDICAID NAME CHANGE TO MO HEALTHNET Due to Senate Bill 577, the
Department of Social Services, Division of Medical Services (DMS), the
administrator of the Medicaid program in Missouri, has changed its name to
the MO HealthNet Division effective September 1, 2007. All Medicaid services
in MO will now be referred to as MO HealthNet services. The new website for
MO HealthNet is
http://www.dss.mo.gov/mhd/index.htm. At this time, the MO HealthNet
program changes do not affect the method in which districts bill for Direct
Services.
CMS PROPOSED ELIMINATION OF THE SDAC PROGRAM The Centers for Medicare and
Medicaid Services (CMS) announced its intention to eliminate Medicaid
payments under the School District Administrative Claiming (SDAC) program
starting in the 2008-09 school year for administrative activities performed
by school employees or contractors, or anyone under the control of a public
or private educational institution. In FY 07, school districts in Missouri
received approximately $5 million dollars from the SDAC program. The
proposed rule is open for public comment at

November 6, 2007. CMS will then review the comments and prepare a final
rule.
MEDICAL RECORDS REQUESTS FROM LIVANTA LLC The MO HealthNet Division
(formerly known as Division of Medical Services) has been chosen to
participate in a program known as the Payment Error Rate Measurement (PERM)
project developed by CMS. This initiative allows CMS to measure the accuracy
of payments for Medicaid services at the state and national level. As part
of this project, a random sample review of claims is being conducted. As a
school district, you may be asked to provide medical records to Livanta LLC
who is contracted by CMS. Please cooperate with these requests. Just a
reminder parental consent is needed to release the records to Livanta LLC.
TRAINING BY MO HEALTHNET DIVISION The MO HealthNet Division provider
education staff is providing remote interactive training to school districts
using the internet and telephone conference lines. The presentations are
relatively short and are usually limited to 60 to 90 minutes in length. The
trainings cover information for providers of occupational, speech, or
physical therapies and psychology/counseling. For more information, go to
