During the 2006-07 school year, LEAs were required to use two different
forms of assessment in Early Childhood Special Education (ECSE). One is the
School Entry Profile: Preschool Assessment Project observational assessment
used with children who are age eligible for kindergarten the following fall.
The other is the Early Childhood Outcomes (ECO) data collection via the
Missouri Outcomes Summary Sheet (MOSS) that was put in place for children
who entered ECSE starting in October 2006. The MOSS must be completed for a
child when he/she enters ECSE and again when he/she exits ECSE.
Due to the overlap of these two assessments as a child exits ECSE, LEAs will
no longer be required to complete the School Entry Profile:
Preschool Assessment Project forms (informally known as the "bubble sheet
forms") as of the 2007-08 school year. Students eligible for Early Childhood
services who are included in Missouri Preschool Project (MPP) or Title I
preschools would still be given the observational assessment as part of
those programs.
All Early Childhood Special Education students must still be given the entry
and exit assessments required for ECO. That data must still be submitted to
DESE at the end of each school year. Please visit the following webpage for
