Subject: Early Childhood Outcomes (ECO) Data Submissions Source: Mary Corey, Director, Data Coordination Intended Audience: Early Childhood Special Education Directors and SPOE Directors Date: April 7, 2008 The State Performance Plan, required by the U. S. Department of Education, Office of Special Education Programs (OSEP), includes an indicator that addresses early childhood outcomes (ECO). This requirement is designed to gather performance data for young children receiving services through Parts B and C of the Individuals with Disabilities Education Act (IDEA). Districts and SPOEs were to begin assessing all children entering and exiting First Steps and ECSE programs in fall 2006. Information about ECO data collection and reporting, including a Q&A document, can be found at the following website: http://dese.mo.gov/divspeced/ECOtraining.html. ECSE and SPOE programs need to submit any entry and exit data compiled during 2007-08 by July 1, 2008. The data collection spreadsheet that MUST be used to submit the data to DESE can be found on the website above. The child's MOSIS ID must be included for ECSE entry and exit data, and SPOEs should include the child's First Steps ID. The spreadsheet should be emailed to webreplyspedc@dese.mo.gov. Questions can be directed to the same email address or call 573-526-0299. If your district has no ECO data to report for 2007-08, meaning no children entered or exited the ECSE program, please send an email indicating that to the email address above. |
