Intended Audience: System stakeholders in Part B of the Individuals with
Disabilities Education Act (IDEA)

On December 14, 2006, all states and territories received notification from
the Office of Special Education Programs (OSEP), that all states making
application for funds under Part B of IDEA are required to make available
for public review and comment the application packet for those federal
funds. The Department of Elementary and Secondary Education (DESE) has
developed the draft application packet for IDEA Part B funds and by this
notice is making the application available for review and comment at
http://dese.mo.gov/divspeced/PDF/PrtBApp07.pdf. The application packet,
developed by the U. S. Department of Education, Office of Special Education
Programs, includes a summary of the assurances, certifications, and IDEA use
of fund descriptions that the state will use to implement Part B of IDEA. On
December 29, the state was notified by OSEP, that "On December 15 we issued
the grant award packages for funds under Part C and Part B of the
Individuals with Disabilities Education Act. Both applications include a
"Use of Funds" form and typically we have provided States with allocation
tables by early January. At this point, the Department has only received
short term funding for Federal Fiscal Year (FFY) 2007 through a series of
'Continuing Resolutions.' The current Continuing Resolution runs through
February 15, 2007, and we are unable at this time to provide States with
allocation tables for FFY 2007."
As States must post their application for public comment in early February
in order to meet the 60 day public comment requirement prior to submission
of the application, we have been instructed by OSEP to submit the same Use
of Funds form as was submitted with the prior year's application. When we
receive our allocation tables from OSEP, we will be updating the form and
submitting it to OSEP. When the funds form is updated and submitted, we will
also be notifying the field of this.
As you review the application, please note the following:
The application is in a format required by OSEP. Missouri is providing
general assurances to OSEP that the state will be implementing the
provisions of state and federal regulations for Part B of IDEA 2004 and will
complete the revisions of the state regulations by June 20, 2007.
The costs included in this application only reflect the Part B portion of
federal IDEA funds that are allocated to the state of Missouri and not the
total cost of special education services.
This application is available for review on the Division's website for the
next sixty (60) days, until April 9, 2007. Individuals desiring to submit
written comments on the application may do so for a thirty (30) day period.
Comments will be accepted from February 15 through March 16, 2007, and
