U.S. Secretary of Education Margaret Spellings announced final regulations to strengthen and clarify No Child Left Behind (NCLB), focusing on improved accountability and transparency, uniform and disaggregated graduation rates and improved parental notification for Supplemental Education Services and public school choice on October 28, 2008. As you read the final regulations, you will see that the last item is the highest priority. If the LEA believes it will not need the entire 20% for choice and/or SES, you will need to have fulfilled the identified requirements before you can use the funds for other purposes. This will definitely be covered and documented better in the new ePeGS system, but for this year you will have to work with your Grants Management supervisor. Remember all letters to parents need to be dated. You should still be able to send letters and give parents a two week time period to enroll before the end of January.
