SUBJECT: HOUSSE Forms

HOUSSE (High, Objective, Uniform State Standard of Evaluation) forms can be used to document content expertise for Highly Qualified Teacher purposes. After your October MOSIS files have been submitted, you will be able to submit HOUSSE Forms using the new automated HOUSSE System. To determine if educators need to complete a HOUSSE Form, districts will need to run their Staff Assignment Report and N will be indicated in the HQ column and No Expertise will be in the HQ MSG column.
The federal No Child Left Behind (NCLB) Act requires that all public elementary and secondary teachers who are employed by an LEA and teach a core academic subject (English, reading or language arts, mathematics, science, foreign language, the arts, history, geography, economics, or civics and government) to be highly qualified. NCLB defines highly qualified as having a bachelor’s degree, full state certification in the subject area and grade level being taught, and documentation of content expertise.
Educators who are appropriately certificated, but not highly qualified, may be able to complete a HOUSSE form to demonstrate content expertise. HOUSSE Forms are now required to be submitted electronically through web applications. Please ensure that pop-ups are enabled on your web browser when you are in the HOUSSE Summary List. LEAs are required to review documentation for educators and approve HOUSSE Forms. Supporting documentation must be maintained at the district and should be uploaded into this system for monitoring purposes. Federal monitoring staff will audit the documentation periodically.
When using the HOUSSE form to report points for professional development or course work, the professional development or course work must be in the core area for which the form is used. For example, using the HOUSSE form for course code 195620 (Dep. Instr. Mathematics) would require that the professional development or course work is in the area of mathematics and not in special education or science.
