SUBJECT:  Federal Programs’ Financial Updates

Funds Expiring in the 2010-2011 Program Year

ARRA funds under Title I.A, Title I.D LEA, Title I School Improvement (a), Title II.D and Homeless must be budgeted and expended during the 2010-2011 program year. The ARRA carryover funds are available on the 2010-2011 Current Funds Available page under Carryover Adjustments (click on the link).  This would be an excellent time to compare your budgets with anticipated expenditures.  If your LEA/district has ARRA funds budgeted in a category that will not be expended, you should amend your budget.  You may move funds budgeted in non-ARRA categories to ARRA in order to expend all ARRA funds.  Non-ARRA funds have the carryover provision (see Title I Carryover Limitation Waiver below). 

In addition to ARRA, funds available in the Title II.D and Title IV.A programs must be budgeted and expended during the 2010-2011 program year.  If your district is unable to expend these funds by June 30, 2011, please contact us so we may redistribute to other LEAs.  If your district needs to extend the obligation date beyond June, 30, 2011, contact our office at  The final date to obligate these funds is September 30, 2011.

If you need to amend your budget, please submit this amendment at your earliest convenience.  The deadline to submit budget amendments is April 30, 2011.  If you have questions about the amendment process, please contact your Federal Compliance Supervisor

Once the funds are expended, districts/LEAs are encouraged to submit a Payment Request for reimbursement.  In ePeGS, the LEA will need to certify that the funds have either been spent or are being expended within three business days of receipt.  Payment Requests received by the 4th working day of the month will be in that month’s school payment.

Title I Carryover Limitation Waiver

Because the ARRA funds provided a supplemental Title I appropriation, DESE requested a waiver from the U.S. office that enables us to waive the carryover limitation more than once every three years for an LEA that needs the additional waiver because of the ARRA.  Thus, an LEA that receives a waiver of the carryover limitation with respect to its FY 2008 (Fall 2009) allocation may also be able to receive a waiver of the carryover limitation with respect to its FY 2009 (Fall 2010) and FY 2010 (Fall 2011) allocations.  The LEAs may request this waiver each year through the 9/30 Report process on the NCLB application in ePeGS. 

Free/Reduced Lunch and January Membership Data – MOSIS/Core Data Screen 15 and 16

Please make sure the free and reduced lunch information reported on MOSIS and populated on Core Data Screen 15 and the January membership data populated on Screen 16 of the February cycle is accurate.  We will calculate the estimated 2011-2012 Title I allocation for LEAs serving an area with a total population of less than 20,000 using the alternative data method approved by the State Board of Education.  Since the Federal Programs’ headcount free and reduced lunch information on Screen 15 of the Core Data collection system and the January membership count are used as part of the alternative data, I would encourage districts to make sure their data is correct.  

Errors on reporting this data could result in a decrease in your federal programs’ allocations.  If you are having difficulty making these changes, please contact our office immediately.  We will assist you in getting accurate data submitted.

Indirect Cost Rates

We have made the restricted indirect cost rate available on the applicable programs in ePeGS for the 2010-2011 year.  You are not required to amend your budget to include indirect costs.  You may claim indirect costs on the Final Expenditure Report even if it was not budgeted, as long as total expenditures do not exceed the total budget.  However, you may amend your budget to include indirect costs if you have additional funds available that have not been budgeted.
