SUBJECT:  ePeGS Message Error


We have found an error in the ePeGS system.  As districts are submitting a revision to their NCLB Consolidated application, they are receiving the following message.  While the first part of the message is accurate, your substantial approval date does not change with a revision.  Your substantial approval date would be July 1, 2011 or the day on which you submitted your initial application if after July 1st.  Our ePeGS section is aware of the error in the system and will begin working on the fix as soon as possible.  If you have questions about your substantial approval date, you may contact your Federal Compliance Supervisor.

“Budget Application substantially approved for 2011-2012 NCLB CONSOLIDATED budget
As stated in Part 76.708 of the Education Department General Administrative Regulations (EDGAR), the State may not authorize an applicant for a subgrant to obligate funds until the later of the following two dates:

  1. The date that the State may begin to obligate funds (7/1/2011); or

  2. The date that the applicant submits its application to the State in substantially approvable form.

Your 2011-2012 NCLB Consolidated budget application has been substantially approved for 12/8/2011. Because of this, you may not obligate any NCLB Consolidated funds between the dates of 7/1/2011 to 12/7/2011. Therefore, no charges can be made to the & NCLB Consolidated grant during this time period (including salaries, materials/supplies, equipment, professional development, etc.).
The first date on which you may begin to obligate NCLB Consolidated funds is 12/8/2011.”
