SUBJECT: 2010 Allocation Information

As LEAs plan for the 2010-2011 school year, the department wants to provide you an update on the programs that are part of the NCLB Consolidated Application. However, we also believe it is important for schools and administrators to be aware and monitor the actions in Washington D.C. which may change or redirect funding and have an impact on our state and districts as a result of the reauthorization of the Elementary and Secondary Education Act (ESEA) for 2011-2012.
Allowable Uses of Funds
There have been no changes in the allowable uses of Title I.A funds or Title II.A funds for the 2010-2011 school year. The allowable uses are available under the No Child Left Behind (NCLB) law and guidance at the following website: http://www.dese.mo.gov/divimprove/fedprog/grantmgmnt/NCLB_Leg_and_Guid.html.
Preliminary State Allocation Estimates
Based on the preliminary state allocation estimates on the US Education Department (USED) website, the following is a summary of estimated allocations for Missouri programs under the NCLB consolidated federal programs:
Title I.A – Improving the Academic Achievement of the Disadvantaged – Slight increase over last year
Title II.A – Teacher and Principal Training and Recruiting Fund – Slight increase over last year
Title IV.A – Safe and Drug Free Schools and Communities – This program will not be funded for the 2010-2011 school year.
Title II.D – Enhancing Education Through Technology – Competitive grants only
Title III – English Language Learners – Slight decrease
Title I.C – Migrant Education – Slight increase

The estimated 2010-2011 school year information is under the column heading of 2010 Estimate. This spreadsheet also contains the proposed funding for the 2011-2012 school year which is under the column heading of 2011 Estimate.
LEA Preliminary Allocation Estimates
We are in the process of gathering data elements to calculate the estimated allocations for the 2010-2011 school year. We anticipate having preliminary allocations posted to our Federal Program website by mid-April. The US Education Department used updated census numbers to project allocations to the States; however, other formula data will not be available until June. We will post the estimated allocations by LEA for the 2010-2011 school year as they become available. Final allocations will not be available until after July 1. The Federal Financial Management Section will send out a ListServe message as the estimated allocations become available.
Reauthorization of the Elementary and Secondary Education Act (ESEA)
On March 13, the Obama administration released its blueprint for revising the Elementary and Secondary Education Act (ESEA) which would ask states to adopt college- and career-ready standards and reward schools for producing dramatic gains in student achievement. This reauthorization may be in place for the 2011-2012 school year. College- and Career-Ready Students is the new term for the Title I.A program. The preliminary indications suggest there may be changes to the Title I.A allocation process, including competitive allocations. Also, the new term for the Title II.A program may be Effective Teachers and Leaders. Information about ESEA reauthorization is on the USED website at http://www.ed.gov/.
