Title I, Part A Carryover Waiver
The Missouri Department of Elementary and Secondary Education is requesting a waiver of the Title I, Part A limitation on carryover in section 1127(b) of the Elementary and Secondary Education Act of 1965 (ESEA). This regulation prohibits the SEAs ability to grant to its LEAs a waiver of the 15% carryover limitation more than once every three years.
The waiver would apply to LEAs with carryover amounts greater than 15% after September 30, 2013. The waiver would also allow the Department to give carryover waivers to districts that have already received a waiver in the past two years. The carryover limitation applies to LEAs with a Title I allocation of $50,000 or more in FY2012.

2012-2013 Allocations and Sequestration
The Department has calculated 2012-2013 (FY13) allocation amounts.
The Missouri Department of Elementary and Secondary Education, Division of Financial and Administrative Services, has implemented a new Cash Management Plan policy for districts that meet the criteria for which warrants this action due to fiscal compliance concerns.
