Financial Management Workshop and Allocation Changes
This is a reminder that the Federal Financial Management Staff and the
Federal Grants Management Staff will be conducting ten regional workshops
starting on November 1. The workshop information and schedule and the PowerPoint
presentation are available on the Federal Program website, under Current Issues

presentation, so you don't need to copy it. We will have handouts at the
workshops.
Allocation Changes ---
The United States Department of Education (USDE) has revised the census poverty
counts used for calculating 2006-2007 allocations. These revisions were
necessary because the Census Bureau made an error in processing the data used in
its model to generate its 2003 poverty estimates.
Because of the change in census poverty, we are in the process of revising the
allocations for your SY 2006-07 Title I and Title II.A programs. Also, the SY
2005-06 allocations for Title II.D need to be revised. This change in the
2005-2006 allocation may cause a slight change in the Title II.D carryover
amount for SY 2006-07. We have adjusted the Title I bypass withholding amounts
for SY 2005-2006 based on information received from the USDE. If your school in
subject to the Title I bypass, the adjusted bypass withholdings are reflected on
the Title I Allocation Detail page.
All of these changes in allocations have created a problem with the carryover
calculations for several of the programs. In order to correct the carryover
amount, we either have or will need to submit a final expenditure report for
many districts. Please do not be alarmed if you receive an e-mail notifying you
that your Final Expenditure Report has been received or approved.
