SUBJECT:  Staff Assignment Report

Educator course and assignment information is reported in the MOSIS October cycle due October 15.  Resources on reporting ESEA-NCLB Federal Programs are available in Exhibit 15 at http://dese.mo.gov/dsm/manual.htm

In addition, the Staff Assignment Report provides the certification and highly qualified status for educators' assignments reported in the MOSIS October Educator files.  The Staff Assignment Report can be accessed from three places within the DESE Web Application System: 

 

 

Payments for non-highly qualified staff are not allowable uses of federal funds. All teachers paid with Federal funds must be highly qualified. Before a teacher can be considered highly qualified, they must have a bachelor’s degree, have the appropriate certification for the course/grade level they are teaching, and then must document content expertise in the area they are teaching.  All Supplemental Reading teachers, including Reading Recovery and Early Literacy, and all Reading Coaches must complete a Reading High Objective Uniform State Standard of Evaluation (HOUSSE) Form.  The Staff Assignment Report will indicate if a teacher is appropriately certified or highly qualified for the assignment they are teaching.  A praxis and/or HOUSSE form does not substitute for the appropriate certification.

All paraprofessionals paid with Federal funds and all instructional paraprofessionals in a Schoolwide building must be qualified.  Paraprofessionals must have a minimum of 60 semester hours of college credit with a certified transcript on file, have taken and passed the ParaPro Assessment, or have taken and passed the Paraprofessional Assessment.  This information is reported in the October Cycle Educator Core Highest Degree field and will be verified during the monitoring process.

The Staff Assignment Report can be run the day after your district certifies the MOSIS October Educator files. 

We encourage districts to use this report to verify the teaching assignments reported.  Any corrections to the assignments need to be made in MOSIS. 

To access the HOUSSE Forms/HOUSSE Summary List, log into web applications (make sure that you have pop-ups enabled):  Under Cross Divisional, select Educator Qualifications, select HOUSSE Summary List, select Search, after you have completed the HOUSSE Form, click Save,  and after saving, users with Authorized Representative access can click Approve and this will set the HOUSSE form status to Approved.  This is essentially submitting the HOUSSE form.  Remember that HOUSSE forms will be reviewed by Federal Programs Supervisors during the monitoring process as well.  Directions for the HOUSSE Form can be found at:  http://dese.mo.gov/divimprove/nclb/documents/HOUSSE_Instructions.pdf.

 

To access a report identifying those courses identified as being paid with NCLB funds, log into web applications:  under Cross Divisional, Select Educator Qualifications, Select Report Menu, Select “selected assignments only”, under Program Select  the following program codes – 03, 04, 10, 13, 20, 21, 28, 29, 30, 31, 37, and 39, click Add, and run the report.

To access a report identifying those courses paid with NCLB funds in which educators are evaluated for highly qualified, log into web applications:  under Cross Divisional, select Educator Qualifications, select Report Menu, select “selected assignments only”, under HQ Type - select Federally Paid, and run the report.  After running this report, if you have educators that show “Y” (Yes) under AC (Appropriately Certified) “N” (No) under HQ, and No Expertise under HQ Message, a HOUSSE form will need to be completed using the new online HOUSSE System.  If these educators show “N” under AC they must be reassigned for 2013-2014.
