SUBJECT: NCLB Consolidated FER and Application

We’ve experienced a delay in opening the NCLB Consolidated Final Expenditure Report (FER) in ePeGS. We hope to have it available in early July.
Our office initiated a manual carryover process last week. This process populates the 2011-2012 Current Funds Available with the estimated carryover amount. The estimated carryover is based on the amount of funds available minus funds budgeted in the prior year. Actual carryover will be available when the FER is approved.
The FY12 NCLB Consolidated Application is due July 1, 2011. Applications submitted in June will have a July 1, 2011 substantial approval date. After July 1, your substantial approval date will be the date that you submit your application in ePeGS. Remember - an obligation occurs when a purchase order is dated or someone is on the job being paid a stipend or salary. Any obligations prior to the substantially approved date will not be an allowable expenditure in the 2011-2012 program year.
If your district does not need “substantial approval” to obligate funds by July 1, you still must have steps 1 and 2 of the Title I Breakdown of Allocations (BOA) completed by Monday, July 11th for AYP purposes. Title I schools are identified for improvement based on the “served” status selected on Step 2 of the BOA. In mid-July, Steps 1 and 2 of the BOA will be locked.
