Perkins Act Information

The Carl D. Perkins Vocational and Technical Education Act of 1998 was signed into law on October 31, 1998. The law offers vocational education greater flexibility in how federal funds are spent, while maintaining vocational education as a separate program administered through the educational system. In addition, the reform initiatives of tech prep and the integration of academic and vocational instruction are continued. There is also an increased emphasis on accountability and performance standards. Finally, the Act puts a strong emphasis on preparing students for high tech and high demand careers-not just entry-level jobs.

As of Fiscal Year 2002, the applications for assistance under the Carl D. Perkins Vocational and Technical Education Act of 1998 has been available to be submitted on-line. Missouri was one of the first state to implement a web-based Perkins application system. Designed to save effort and time in both the submission and approval processes, this new system will also enable the Division of Career Education to streamline and standardize data collection and report writing.

A Note About Security and User ID Information

The Department of Elementary and Secondary Education has implemented several WEB based systems. Secured access to these web pages is important. DESE IT provides a web logon ID and password for each person. A single logon ID and password will allow the individual access to the appropriate web systems and functions. This means that one user ID can access different systems at different levels. It is very important that these user ID's and passwords are not shared.

DESE IT will providing you with a list of all valid users for your district along with user ID's and levels of access to specific systems. All access described is limited to your district's information. This information was provided by the completion of DESE WEB Login ID Request Form by your district. Additional forms can be found at the following WEB address: http://k12apps.dese.mo.gov/webapps/securityforms.asp and a link is also provided on the DESE WEB Login Page.

When accessing the system for the first time, the user will use their mother's maiden name as the password at which time can be changed to whatever is desired. In the event that a user forgets their password in the future, DESE IT will reset it to the mother's maiden name. The birth date and mother's maiden name that is required on the form verifies the identity of the user.
