Continuous Quality Improvement (CQI)

CQI On-Site Local Program Review

Based on the Missouri Adult Education and Literacy (AEL) State Plan, the state AEL office is required to conduct on-site reviews of all AEL programs at least once every 5 years. This review process includes grant/contract compliance, data, program operation, and fiscal reviews. As a result of this review process, a local AEL program may be designated as a "STAR Program" or a "Star Program with Distinction" based on the results of the review. The following is a description of the CQI process which went into effect July 1, 2007.

Review Process

The State AEL office will use the “Missouri AEL Continuous Quality Improvement (CQI) Review Form” as documentation of the on-site review. A review is conducted in 10 areas.

 

 

1.  Grant/Contract Compliance
The review will investigate whether a program is operating based on the content of the approved grant/contract.

2.  Program Data Review
The review will investigate/examine data generated from the current fiscal year as well as previous years’ data, to identify if a program is working toward benchmarks and operating the data collection process in an effective manner.

3.  Program Administration
The review will examine operations and procedures of the local AEL program.

4. Certification and Professional Development
The review will investigate the process for record keeping of AEL teacher certifications and professional development requirements.

5. Assessment
The review will examine the process established for administering assessments and pre/post testing policies and procedures.

6. Curriculum and Instruction
The review will examine the processes for evaluating, procuring, and administering resources in the classroom in addition to the implementation of student lessons and monitoring of student progress.

7.  Learning Disabilities
The review will examine procedures established to screen and serve students with special needs.

8.  Fiscal Review
The review will examine the agency’s fiscal accounting system of AEL funds to determine if AEL funds are being spent in compliance with the approved budget and expenses are being documented and are directly related to the AEL program.

9.  Missouri Quality Indicators
The review will examine the programs processes and procedures that will impact all ten quality indicators and determine if the indicators are considered a success.

10.  Special Projects
The review will also include an examination/review of any special projects funded by the State AEL office e.g. Special Literacy, EL/Civics, Grant Expansion Request (GER) grants.

State AEL Review Report
The state AEL office will issue a written report which may include comments and/or findings resulting from the on-site review.

Comments
This section of the report will be used to identify items that the review found to be significant or noteworthy. No written response will be required to these comments (unless noted in the report).

Findings
This section of the report will be used to identify items that the review determined to be out of compliance with the grant/contract, fiscal/accounting concerns, concerns with policies/procedures, and/or performance that is significantly below state standards. A written response will be required for each finding identified in the report.

Program Designations

During the review, each area will be reviewed with specific items identified on the review form. Points will be awarded based on whether or not the item was met. Points will be totaled for each section. Each area has a weighted score and the total points for that area will be multiplied by the weight. A total score is generated based on the sum of the final scores from each area.

Based on the scores received in the review a program may be given a designation that exhibit a level of quality based on the review scores. Two designations can be awarded:

Star Program
If a program receives an overall CQI score of 80 to 89 and has:

a) Met or exceeded the following performance measures the past fiscal year.

  1. Total ABE/ASE target and total ESL target if applicable.
  2. Goal of GED attainment
  3. Total Employment/Post Secondary attainment

OR

b) Shown improvement in meeting the above performance measures the last 2 years,
and

c) Has no findings.

If a program’s CQI score is above 80 but is required to respond to findings from the review that program can request a follow-up review on the findings. If it is determined the program has addressed and corrected the findings and has:
a) Met or exceeded the following performance measures the past fiscal year.
Total ABE/ASE target and total ESL target if applicable

2. Goal of GED attainment

3. Total Employment/Post Secondary attainment.
OR
b) Shown improvement in meeting the above performance measures the last 2 years

and

c) Addressed the findings.

Star Program with Distinction
If a program receives an overall CQI score of 90 or above and has:

a) Met or exceeded the following performance measures for the last 2 years

  1. Total ABE/ASE target and/or total ESL target.
  2. Goal of GED attainment
  3. Total Employment/Post Secondary attainment.

OR
b) Shown improvement in meeting the above performance measures the last 2 years,
and
c) Has no findings.
