CALCULATION OF STATE TRANSPORTATION AID

The state transportation aid program reimburses public school districts for transporting pupils to school from their residence and from school to their residence at the beginning and end of the school day during the regular school term pursuant to sections 163.161 and 167.231 RSMo. The State Board has adopted regulation (5CSR 30-261.040 Allowable Costs for State Transportation Aid) governing the calculation of state transportation aid.

State transportation aid payments to public school districts are calculated annually. School district expenditures for the previous school year that are allowable cost and reported data for the regular school term regarding the number of eligible and ineligible students transported on 2 count days, the total number of days students were transported, and the eligible and ineligible mileage are used to calculation state transportation aid payments. For example the program reimburses a school district during the 2001-02 school year for their 2000-2001 school year transportation expenditures.

The reimbursement percentage for the state transportation aid program is a maximum of 75% of a school districts allowable cost for transporting eligible pupils on approved routes. There are two adjustments made to allowable cost. One adjustment is to prorate the allowable cost for eligible pupils and eligible miles or eligible cost for state transportation aid. The second adjustment is for cost efficiency. Only a negative adjustment is made when a school district service for regular pupil transportation is determined to be inefficient. A maximum efficiency adjustment of a negative 30% may be made. An appropriation has been set for the state transportation aid program.  When necessary, a  reduction in the calculated payment to keep the total payment to all school districts from exceeding the appropriation  limitation is made annually. The 2000-01 entitlement calculation total in June 2002 for 2000-2001 transportation costs is $168,235,184. That entitlement has been reduced by 8.572945% to keep the total amount paid to all school districts, including charter schools and VICC, from exceeding the total appropriation limitation of $162,067,713.

During the months of July through October estimated amounts based on the previous year's payment is used to make an estimated monthly payment until data is collected and a live payment can be calculated. The first live payment usually is calculated for the month of November. An adjustment in the month of the first live payment and subsequent months for any over or under payments made during previous months is made monthly until June when the payment is final.
