Bachelor’s Degree with emphasis in finance, accounting, education, special education or a related field.  


Three years of successful relevant work experience in finance, education, special education, administrative duties or closely related employment.


(Other qualifications and experience, which in the opinion of the Commissioner of Education meet the requirements of the position may be accepted in lieu of the above.)






Working knowledge of standard office practice, equipment, and software.


Proficient in the use of Microsoft Office, including Word, Excel, Access, Publisher and PowerPoint.


Working knowledge, or ability to quickly learn, of department web-based and mainframe applications.


Ability to interpret, explain and apply policies related to specific activities conducted by the section.


Ability to prioritize, organize and coordinate work activities to achieve established program goals and to complete assignments with minimal supervision.


Ability to adhere to deadlines.


Ability to set and follow priorities, effectively manage business time, successfully adjust to rapidly changing situations and to concurrently manage multiple tasks.


Ability to establish rapport and maintain effective working relationships with constituencies at all levels; ability to work collaboratively with Division, Department and other agency staff; communicate and express ideas effectively, both orally and in writing. 


Possess excellent organizational and facilitation skills.


Ability to analyze data and make decisions based upon that analysis.






This is a twelve-month, professional position with responsibility to assist with fiscal monitoring and oversight for special education services as outlined in the Individuals with Disabilities Education Act (IDEA), as well as various other special education programs. The incumbent must have the ability to perform the essential functions below either with or without reasonable accommodation.


Provide technical assistance to LEAs related to IDEA Special Education finance.


Apply a working knowledge of applicable laws and regulations (federal and state) related to Special Education finance to ensure compliance and accountability. 


Participate in the assessment, design and development of communications with LEAs.


Perform tiered fiscal monitoring process; which includes the collection of data to identify high risk LEAs, development of pertinent questions related to applicable laws and regulations, the upkeep of the on-line monitoring system and manual, review of LEA questionnaires and supporting documentation to determine compliance, and completion of on-site reviews.


Perform fiscal monitoring process of accountability reports, internal Medicaid billing, and contractor staffing for the First Steps program.


Assist with staff monitoring duties, which includes monitoring internal approval turn-around times, payments, and reconciliations. 


Perform section monitoring duties, which includes web page review, electronic folders, and procedures.


Assist with the development and testing of web-based applications.


Assist with LEA application revisions and late submissions.


Act as the charter school liaison, which includes initiating contact with charters to ensure compliance and accountability of funds. 


Perform LEA audit reconciliation/follow-up duties on an annual basis.


Request refunds from LEAs for overpayments as needed.


Prepare and present training materials; will include speaking at various conferences and workshops.


Collect required data for the federal IDEA allocation process and calculate allocations according to federal/state guidelines on all grants.


Interact with staff from other state agencies regarding interagency cooperative efforts on behalf of students with disabilities and others, as assigned.


Performs other related work as assigned.

ANNUAL LEAVE:  Accrue 10 hours per month for new full-time employees, longer term State employees can earn more. Prorated leave for part-time employees in eligible positions.

HOLIDAYS:  12 holidays per year.


RETIREMENT:  Coverage provided through the Missouri State Employees Retirement System (MOSERS).

DEFERRED COMPENSATION:  A payroll deduction deferred compensation plan available to defer taxes until retirement by investing in mutual funds and a fixed income account is currently provided.
