Master’s degree in education, which fulfills the requirements for an Administrator’s certificate.


Five years experience as an administrator in a public school within Missouri.


(Other qualifications and experience, which in the opinion of the Commissioner of Education meet the requirements of the position may be accepted in lieu of the above.)






Administrative professional experience in the field of education, including knowledge of general and building administration, curriculum development and evaluation, instruction, teacher and administrator employment and evaluation, school finance, school law, school data, and Board procedures.


Experience in the evaluation or development of educational programs.


Knowledge of standards used in charter accountability.


Knowledge of effective educational practices and innovations.


Ability to promote mutual understanding through communication with fellow educators, lay persons, and media.


Knowledge of current administrative practices, such as school finance, school law, instructional strategies, data, curriculum/instruction and leadership techniques.

Ability to communicate and express ideas effectively, both orally and in writing.


Knowledge of public school operations, policies and practices, and administrative functions.


Knowledge of state and federal programs and rules, regulations, and statutes related to these programs.


Ability to complete assigned tasks in a timely and well organized manner.


Travel is required.  Mileage and other travel expenses will be reimbursed at the approved rate and from an agreed upon location. 






Facilitates support services to charter schools and serves as a liaison for the Department with charter sponsors and charter schools.


School finance:

(1) Provides guidance with the development of charter budgets

(2) In the event that the charter school is designated financially stressed, works with the sponsor to ensure statutes and regulations are followed


Academic performance:

(1) Reviews APR with the sponsor and the charter school to assist in establishing educational goals.

(2) Assists charter schools identified as “Priority” and “Focus” in the use of data and development and implementation of required plans and assist charters in identifying resources to adequately and fully implement their improvement plan.


Opening and closing of charter schools:

(1)  Assist the sponsor and new charter schools in identifying resources to implement the school successfully.

(2) Assists in facilitating the closure process and serves as the Department’s local contact. 


Compliance assistance

(1) Assists charter sponsors and schools in identifying resources to adequately meet compliance in the following areas:

a.    Title funds

b.    Special Education

c.    English as a Second Language

d.   Food Service

e.    Transportation

f.    Homeless and migrant students

g.   Certification/background requirements

h.   MOSIS submissions

i.     Missouri Assessment Program

j.     Teacher Evaluation System

(2) If the charter school participates in the Charter School Program (CSP) Grant, assists in monitoring.


Internal operations within the Department

(1)  Participates in the evaluation of new charter applications/ renewals and sponsor applications

(2) Verification of grade configurations and administrative personnel within charter schools

(3) Assists in establishment of Department policies and procedures regarding charter schools


Regular communications with the charter office (conference calls, monthly meetings).


Conduct workshops, study sessions, et cetera, when appropriate for educators and lay persons to improve understanding and proficiency in educational issues within the charter community.


Respond to concerns or complaints from parents and/or patrons regarding charter schools.


Other duties as assigned.

BENEFITS (For a Full-Time Position)


ANNUAL LEAVE:  Accrue 10 hours per month for new full-time employees, longer term State employees can earn more. Prorated leave for part-time employees in eligible positions.


SICK LEAVE:  Accrue 10 hours per month.  Prorated leave for part-time employees in eligible positions.


HOLIDAYS:  12 holidays per year.


RETIREMENT:  Coverage provided through the Missouri State Employees Retirement System (MOSERS).


LIFE INSURANCE:  Term life insurance coverage, equal to one times employee's annual salary, through the Missouri State Employees Retirement System.


OPTIONAL LIFE INSURANCE:  Optional term life insurance available with maximum coverage of six times member’s annual salary.  Plans are also offered for spouse and dependents. Premiums paid by employee.


CAFETERIA PLAN:  Easy tax savings on employee’s cost for qualified payroll-deducted insurance plans, medical care, and dependent care.


HEALTH PLANS:  Employer-paid/subsidized plans available the first day of the following month after employment.


DENTAL PLANS:  Delta Dental insurance coverage is available.


VISION PLAN:  Vision Service Plan (VSP) is available. 


DEFERRED COMPENSATION:  A payroll deduction deferred compensation plan available to defer taxes until retirement by investing in mutual funds and a fixed income account is currently provided.
