The incumbent must have the ability to perform the essential functions below either with or without reasonable accommodation.


Thorough knowledge of auditing techniques, including generally accepted accounting principles, and generally accepted auditing standards including experience with school districts or governmental finances.


Considerable knowledge of state and federal laws, rules, and regulations governing school district audits.


Ability to review financial statements for compliance with OMB Circulars A-128, A-133, Government Auditing Standards, Missouri statutes, and regulations.


Ability to prepare, maintain and update checklists used in the reviews.


Reconciles monthly and/or quarterly for various federal funds.


Ensure audit reports are received as required by Sections 160.405 and 165.121, RSMo.


Maintain a checklist to use when reviewing audit reports for compliance and completeness with OMB Circulars A-128, A-133, Government Auditing Standards, Missouri statutes, and state regulations.


Review approximately 524 school district audit reports and applicable local education agency (LEA) audit reports annually.


Notify Department sections when findings or questioned costs are noted and ensures follow up action is taken.


Periodically review a sample of CPA audit work papers.


Interpret state and federal guidelines that have impact on school district and LEA audits.


Provide technical assistance to Department staff, school district administrators and auditors concerning federal and state audit requirements and statutory changes related to school finance.


Review and assist in preparing materials for the Missouri Society Certified Public Accountants School Audit Resources.


Make presentation on school audit requirements at the Missouri Society Certified Public Accountants School Audit Seminar.


Creates various SAM II Financial federal aid adjustments and journal vouchers as needed.


Reconciles SAM II Financial grant balances with the U.S. Department of Education grant system.


Prepares appropriate SAM II Financial documents concerning appropriation allotment and balance insufficiencies.


Posts quarterly federal allocations to the SAM II Financial system.


Prepares the monthly prorated allocation on SAM II Financial.


Prepares audit confirmations for outside vendors.


Research and update form 1099 information for outside vendors.


Assumes other duties as assigned by Assistant Director.






Bachelor’s degree or above with emphasis in accounting or auditing.


Experience in field auditing or accounting with emphasis in auditing.


Knowledge of governmental audit requirements.


CPA required or in the process of obtaining.


(Other qualifications and experience, which in the opinion of the Commissioner of Education meet the requirements of the position may be accepted in lieu of the above.)

ANNUAL LEAVE:  Accrue 10 hours per month for new full-time employees, longer term State employees can earn more. Prorated leave for part-time employees in eligible positions.


SICK LEAVE:  Accrue 10 hours per month.  Prorated leave for part-time employees in eligible positions.


HOLIDAYS:  12 holidays per year.


RETIREMENT:  Coverage provided through the Missouri State Employees Retirement System (MOSERS).


LIFE INSURANCE:  Term life insurance coverage, equal to one times employee's annual salary, through the Missouri State Employees Retirement System.


OPTIONAL LIFE INSURANCE:  Optional term life insurance available with maximum coverage of six times member’s annual salary.  Plans are also offered for spouse and dependents. Premiums paid by employee.


CAFETERIA PLAN:  Easy tax savings on employee’s cost for qualified payroll-deducted insurance plans, medical care, and dependent care.


HEALTH PLANS:  Employer-paid/subsidized plans available the first day of the following month after employment.


DENTAL PLANS:  Delta Dental insurance coverage is available.


VISION PLAN:  Vision Service Plan (VSP) is available. 


DEFERRED COMPENSATION:  A payroll deduction deferred compensation plan available to defer taxes until retirement by investing in mutual funds and a fixed income account is currently provided.
