EDUCATION AND EXPERIENCE

Master’s degree in education or closely related field and successful experience in managing or administering a significant special program or project.

 

Five years of successful experience in the field of education with progressive responsibility and three years in an administrative or supervisory capacity.

 

(Other qualifications and experience, which in the opinion of the Commissioner of Education meet the requirements of the position may be accepted in lieu of the above.)

 

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Proficient in Microsoft Office software.

 

This position is required to travel in-state or out-of-state.

 

Acquired knowledge and experience with large-scale educational assessment instruments nationally and statewide.

 

Ability to develop large-scale assessment test items through collaboration with national and statewide assessment consortia.

 

Ability to develop professional development materials and methods of implementation on a national, statewide and regional basis.

 

Ability to speak and write effectively.

 

Ability to manage diverse activities and meet established deadlines.

 

Ability to analyze complex educational problems and develop feasible solutions.

 

Ability to establish rapport and effective working relationships with federal and state departments of education, testing vendors, local school district personnel, national organizations and universities.

 

 

 

EXAMPLES OF WORK PERFORMED

 

Assists the Coordinator of Assessment in planning, organizing, directing and coordinating assessment activities.

 

Collaborates with national and state officials, educators and testing vendors to carry out the development and implementation of the Missouri Assessment Program (Grade-Level, End-of-Course, MAP-Alternate, ACCESS for ELLs and Personal Finance).

 

Develops publications, workshops, in-service programs and other activities to assure quality student assessment programs statewide.

 

Provides technical assistance to Regional Instructional Professional Development Centers and school districts in responding to assessment related questions and issues.

 

Directs educators and stakeholders to appropriate resources for technical assistance regarding curriculum and assessment.

 

Participates in the Missouri School Improvement Program review process and serves on other types of review teams as appropriate.

 

Collaborates/coordinates with other offices and state agencies on specialized projects.

 

Serves on Department committees.

 

May support curriculum consultants in assessment related activities as requested.

 

Technical Advisory Committee participant as requested by Coordinator.

 

Review technical documents as requested by Coordinator.

 

Assessment section liaison between Department Assessment and MO Higher Education Curriculum Alignment (CAI) Steering Committee as appropriate.

Participate in SMARTER-Balanced Consortium workgroups as appropriate.

 

Maintenance and review of manuals, ancillary materials, accommodations, web-based resources and public documents relating to Grade-level, EOC, MAP-A, and ACCESS for ELLs.

 

Receive, document, and evaluate testing concerns from school districts for all Missouri Assessment Program tests.

 

Maintenance and review of time sensitive materials for testing vendors, e.g. GIR, ISR, Cover letters.

 

Polycom/WebEx/Webinar development for dissemination of DESE information.

 

Attend regional and national conferences relating to the job description.

 

Support variety of activities relating to National Assessment of Educational Progress.

 

Other duties as assigned.

BENEFITS (Full-Time Position)

 

ANNUAL LEAVE:  Accrue 10 hours per month for new full-time employees, longer term State employees can earn more. Prorated leave for part-time employees in eligible positions.

 

SICK LEAVE:  Accrue 10 hours per month.  Prorated leave for part-time employees in eligible positions.

 

HOLIDAYS:  12 holidays per year.

 

RETIREMENT:  Coverage provided through the Missouri State Employees Retirement System (MOSERS).

 

LIFE INSURANCE:  Term life insurance coverage, equal to one times employee's annual salary, through the Missouri State Employees Retirement System.

 

OPTIONAL LIFE INSURANCE:  Optional term life insurance available with maximum coverage of six times member’s annual salary.  Plans are also offered for spouse and dependents. Premiums paid by employee.

 

CAFETERIA PLAN:  Easy tax savings on employee’s cost for qualified payroll-deducted insurance plans, medical care, and dependent care.

 

HEALTH PLANS:  Employer-paid/subsidized plans available the first day of the following month after employment.

 

DENTAL PLANS:  Delta Dental insurance coverage is available.

 

VISION PLAN:  Vision Service Plan (VSP) is available. 

 

DEFERRED COMPENSATION:  A payroll deduction deferred compensation plan available to defer taxes until retirement by investing in mutual funds and a fixed income account is currently provided.
