QUALIFICATIONS DESIRABLE CANDIDATES SHOULD POSSESS

meet the requirements of the position may be accepted in lieu of the following.)


Masters Degree in Education.  Special Education Administrator Certification.

 

Prefer minimum of three years of successful experience in the administration of a special education program

 

Proficient in Microsoft Office products including Microsoft Outlook.

 

Knowledge of educational programs and abilities of students who are blind or visually impaired, deaf or severely disabled; and the unique psychology of students who are blind or visually impaired, deaf, or severely disabled.

 

Extensive knowledge about and experience with organization and administration in the area of special education and the Individuals with Disabilities Education Act (IDEA).

 

This position requires routine in-state travel to perform job duties.  Will be required to travel to St. Louis, Fulton and Jefferson City on a weekly basis.

 

 

EXAMPLES OF WORK PERFORMED

 

Assure compliance with all federal and state special education laws and regulations governing State Board Operated Programs (SBOP).

 

Monitor compliance process and procedures used in each SBOP and implement changes to ensure compliance with all special education laws and regulations.

 

Serve as a resource and advisor to SBOP staff on all special education compliance related issues.

 

Recommend policies and procedures appropriate to special education laws and operations within the SBOP.

 

Develop student IDEA required records retention guidelines and procedures for each SBOP consistent with state retention policies.

 

Ensure that processes and criteria used for eligibility by all SBOP are consistent with Missouri state regulations.

 

Assist in determining student eligibility for SBOP, when needed.

 

Review IEPs developed by staff to ensure compliance with IDEA.  Take necessary steps to address any noted deficiencies.

 

Provide leadership in preparing for the special education portion of MSIP in each SBOP.

 

 Assist in the preparation of the annual Compliance Plan.

 

Conduct an annual needs assessment to determine the needs and priorities for special education personnel development activities.

 

Assist in the administration and implementation of personnel development activities designed to improve staff skills for educating children with disabilities.

 

Provide special education compliance related training, when needed, to staff of each SBOP.

 

Recommend policies and programs essential to the needs of exceptional students.

 

Attend and provide leadership at IEP meetings as needed.

 

Maintain and disseminate information concerning special education and other programs.

 

Assumes other duties as assigned by the SBOP Superintendents.

BENEFITS
(For a Full-Time Position)

VACATION: Generally accrue 10 hours per month for employees with up to ten years of creditable service.  

SICK LEAVE:  Generally accrue 10 hours per month.

FAMILY MEDICAL LEAVE:  After 12 months or 1250 hours of employment, 12 weeks of unpaid leave is available for employees as laid out in the policy.

ORGAN/BONE MARROW DONATION LEAVE:  5 workdays given for bone marrow donation and 30 workdays given for organ donation. 

SCHOOL-VISIT LEAVE:  Up to 8 hours of paid leave for assisting in the classroom with curricular activities or visiting with child’s teacher on curricular activities and other events as outlined in the policy.

HOLIDAYS:  12 holidays per year.

RETIREMENT:  Vested after five years of creditable service.

LIFE INSURANCE:  Free basic life insurance coverage equal to one-times the employee's annual salary.  The minimum coverage amount will remain $15,000.

OPTIONAL LIFE INSURANCE:  Employee may purchase up to 6 times their annual salary.  Spouse and children life insurance coverage is available.

HEALTH PLANS:  Employer-paid/subsidized plans available the first of the following month after employment.

DENTAL PLANS:  Delta Dental insurance coverage is available.

VISION PLAN:  VSP Vision Service Plan is available. 

EMPLOYEE ASSISTANCE PROGRAM:  Up to six counseling visits per episode per family member per year.

DEFERRED COMPENSATION:  If employee contributes a minimum of $25 per month towards the State of Missouri Deferred Compensation Plan, then the State will contribute an additional $25 per month to eligible employees after 12 continuous months of employment.
