Guidance System Of Support Overview

The Guidance System of Support (GSOS) is an on-going series of professional development opportunities for all Missouri K-12 counselors. The purpose of these meetings is to create a collaborative state-wide system that supports counselors in fully implementing their Comprehensive Guidance and Counseling Program. Annual fall and spring meetings are held at area career centers across the state for all K-12 counselors within that consortium. All meetings follow the same agenda, are facilitated by a College and Career Consultant (CCC) and focus on enhancing comprehensive guidance programs.

Spring 2015: Professional School Counselor Evaluation and Using APR Data to Enhance Your Guidance and Counseling Program

Overview:  The Spring Guidance System of Support (GSOS) program will be a regionally customized presentation and work session addressing the new DESE school counselor evaluation framework and process.  In most regions, Annual Performance Report (APR) workshops will be held.   Presentations will provide current information, resources and work participants through each process.

Targeted Audience: Both counselors and administrators are encouraged to attend.

Professional School Counselor Evaluation

Tom Schlimpert, the Assistant Director of Guidance and Counseling, will review and process through the pilot version of the new DESE counselor evaluation model, based on the state teacher and administrator framework.  Counselor materials to be covered include:

  1. Standards and Quality Indicators
  2. Professional Frames
  3. Evaluation Protocol
  4. Growth Guides
  5. Student Learning Outcomes and Possible Sources of Evidence
  6. Professional Growth Plan

Participants will work through the entire process and complete selected sections of the process and documentation.  Those attending will be encouraged to use this pilot version evaluation tool this spring and provide feedback to DESE so the final version will be ready for the Fall of 2015.

Using APR Data

In select regions, the Area Supervisor of Instruction will demonstrate how to locate and use local APR data to guide the development of guidance and counseling initiatives that support district and building improvement plans designed to positively impact student performance.


  • Laptops and/or iPad type devices will be needed to accessed online resources.
  • Participants must have their district access information (password) to the Missouri's Comprehensive Data System Portal in order to review specific student data.

Outcomes:  As a result of this professional development experience, participants will be able to understand and use the:

  1. Missouri School Counselor Standards and Indicators
  2. Missouri School Counselor Evaluation Protocol - process and forms
  3. Annual Performance Report (APR) Data
